    You may want to explain that better. Because its really not clear what you mean.

    Because you aren't entitled to live in anyone's house for free. And if you don't own it... it isn't yours.

    As noted we need more info. What housing benefit Why do you think you are being charged an extra month?

    If you mean a year lease + one month's security or last month's rent, the answer is yes, they can.
