I have baseboard electric heat. The baseboard has voltage going to it but puts out no heat. I installed a new thermostat and no luck.

I live in a rented duplex built in the late 60's and having FP electric baseboard heat. Each room has own thermostat. Is there a way to turn them completely off instead just down to "lo"? They are a round, dial-type thermostat.

Flip off the breaker.
