Your question barely makes sense, since we don't even know what 'someone who got caught' got caught for, but it doesn't matter. Don't violate probation, or else. You really don't have any rights when you are on probation, and they can do any number of things. There's no way to answer your question even if we did know every detail.
Well, from your question it appears that the parolee is not living where she is supposed to, that is a violation of probation. I have to agree with joy, its very hard to understand what the situation is.

Yes, she HAS to live where probation tells her to live... or she's in violation of probation. And, yes, she could get into trouble and that includes going to prison to serve out her time.
