My stomach is harding and cramping at the same time during pregnancy.. I have a short cervix but have made it to 35weeks does this mean I'm going into labor soon

It's possible, but most women will experience tightening of the uterus about this time as the body prepares for labour and birth.

It would be wise to keep track of how frequent you feel this. Do they come and go? When you have one, is your stomach hard all over or hard in one area and soft in another?

Try having plenty to drink and changing your activity to see if it makes any difference. It certainly wouldn't hurt to contact your doctor or midwife and explain what is going on to them. They may suggest you go in and be monitored or they may tell you that it sounds like Braxton Hicks contractions.
