Yes a tack weld is used to position the pieces. As to what rod is used depends on what materials are being welded and what process. You can stick weld 60, 70 80 series +, special rods for stainless, MIG weld, TIG weld, braze, etc. What are you trying to weld?

A tack weld can be just to hold the parts in place until a follow-up weld can be done, or it can be the finish weld depending on what weld characteristics are needed on the part.
Sheet metal can be welded by several welding processes, however I'd wager GMAW (metal inert gas, also known as MIG), GTAW (tungsten inert gas, also known as TIG), RSW (resistance spot welding), and RSEW (resistance seam welding) are the most common.
The rod could be filler rod used in the GTAW process or the consumable electrode used in the SMAW (shielded metal arc welding, also known as stick welding) process.
