My comode hold down retaining ring is broken and I can not tighten down the comode can this retaining ring be removed snd replaced

Is the pipe material cast iron, copper/bronze, or plastic? Is the retaining ring plastic or metal? Let me know as there are quite a few options to repair this, OK?
