You can't do anything... He has to apply to do it with INS. You don't have status to do it on his behalf. As a sponsor... you may have to make some promises and guarantees.

Your cousin needs to enroll in school first, get I-20 and financial papers, etc. Then apply for "change of status"... submit form I-539. Talk to admission office at the school... they will walk you through.
