    There wasn't a "winner" as it officially still hasn't ended.
    There is only a ceasefire and not a peace agreement.

    There is no winner, in fact they are still at war some, there are still people killed from time to time there, ( although not mentioned often_

    Neither country would take the war to the level of making a winner ( or in that case perhaps still two losers)

    Using the rules of war, established at the time the result of a war is often to end it, And a peace tready in effect allows both to win at some level, ( sometimes)
