    In nys if a dead beat dad signs over his parental rights to a step parent does he still have to pay back medicade the medical support court ordered to him or does it go to the adoptive parent to pay? Mys sons biological father wants to sign his rights over to my fiancé which we are happy about he has never seen him but he seems to think it will get him out of paying

    Yeah, lots of people think that. They're wrong.. He can't even give up his rights... No court will let him.

    If the step parent wants to adopt the child, the bio father can sign over his rights to allow the adoption.

    At the point ( the date of adoption) all current obligations stop, But all of the back payments are still owed by the bio dad,
