Water was shut off so they could repair a main break in the street. After an hour the repair was made and the water turned back on. All the faucets in the house work but the one in the main bathroom on the second floor. When that was turned on it just coughed air and spit a little water after which there was nothing. The Tub and toilet in that same bathroom work. I'm stumped

Try removing the aerator at the end of the faucet spout... probably filled with sediment/debris.

You may also need to do this to other faucets/valves including the washing machine hoses... ;)

Not a bad idea to flush the water heater, too... ;)

It's a fairly new faucet and the aerator is clean.
When you turn the handles absolutely nothing happens... no noise, no sense of pressure, no sound.

Next step is to turn off the shutoffs under the sink and disconnect the hoses to the faucet underneath the sink. If you get water from the hoses when directed into a bucket and the shutoffs are turned on then the faucet will need to be disassembled and cleaned.

If you get no water from hot or cold (unlikely) hoses then you need to check the shutoffs under the sink next.

What do mean by checking the shut offs under the sink?
If they weren't touched when the water was shut off in the street how could they factor into the problem?
Is there such a thing as some sort of air lock?

The point was for you to confirm water to the shutoffs is all. Then disassemble the faucet and clear anything inside that is plugging up the cartridge. When the faucet is disassembled pulse the water shutoffs on/off a couple times with a rag over the faucet to clear the lines of any debris and then reassemble the faucet... should be all set after that.
