My brother lost his license over 20 years ago because of a dui, what would he have to do to get it back?

Unless for some reason he was considered unfit to drive. Then Im going to assume he is past the penalty phase of the DUI charge. If he is eligible for one then he has to reapply for it and take the test. He may also be required to take a driving test also.
