I would guess yes, but I don't think that it would be practical to bring with you sodium hydroxide to convert CO2 to Na2CO3 because it's a liquid, and it's very corrosive, but also quite costly to produce since it comes mainly from the electrolysis of brine.
The best way, I would think for now is electric cars. Whether it runs on solar power or electric distribution service.

NaOH can be coated on solid support for use as a CO2 scrubber. Look up Ascarite. This is a common product for such purposes and should work as you suggest. But, look at the stoichiometry of the reaction in your proposal. There is a great weight gain as the gasoline is burned. I think you would make nearly a half ton of sodium carbonate from a tank of gas. This means a lot of extra weight and a lot of extra needed space in the car. I'm not sure this is a practical solution.
