There are no such things, nationally, some local areas have non profit groups that receive the actual grant, and they in turn help local elderly or disabled.

For some disabled, they need to check with the specific disability association, such as MDA, and others. Who may offer limited funds.

Also check with local religious groups including Catholic charities who may have some help.
