    Why is my 1991 GMC 1500 not getting fire?
    My truck is getting fuel but not starting, I checked ICM with the multimeter and got a reading, does it mean it could still be bad?

    Yes, the ICM could still be bad. Bench testing ICMs and coils is virtually useless, since it doesn't come close to simulating conditions under load. I recommend replacing ICMs and coils every 120,000 miles or 10 years, whichever comes first.
