Should outside heat pump blades be going when heat is on
I just noticed the blades in the outside heat pump unit are not moving. Should they be when heat is on?? It is 27 degrees here but house feels cool.

The condenser fan motor and blades should be rotating, yes, unless the unit is in defrost mode. A heat pump has to go in and out of defrost depending on outside temp, coil temp etc, etc, etc. It is in and put of defrost when you hear a big WHOOOOOSH form the heat pump itself. When ot goes into defrost the auxiliary heaters are energized to supplement the heat... and ,ay feel a bit cooler sometimes.
