It has a lady who knows magic and flies and there are 2 kids. There is some fair and picutres and the lady and the children get int o the picture and enjoy various fun rides. There is some smoke dance the lady dances. And some villain etc etc. which movie is this. It is an english movie mostly before 1990's and in colour. The movie starts with a lady flying in the sky and doing some make up. Please tell me the movie name
