Nope, it's a SCAM as she is trying to get YOU to pay it.

If you Google "basic traveling allowance", you will see the first ten (10) search results (and all secondary results on the first page) refer to it as a widespread scam.

I guess she already asked the 300 dollars it costs for a passport and a visa. "wait" bet they asked for 1000 or 2000 for it?

No there is no 2000 dollar fee. The person doing the con on you must know you are lower income, they normally ask for 10,000 for this fee

After this of course they an emergancy happens, they get arrested, get in the hospital and need more money.
