I need to dust mop entire floor, Than machine scrub the floor,hand mop with a neutral cleaner,buff the floors with a propane buffer, than a final dust to the areas where it was buffed

Normally the process can be complete at a rate of 500 sq ft per hour, that calculates to 22 total hours or so. At $25 to $30 per hour per one person the high end is $660.00.

Yes this is a competitive bid. We need to have 2 people per location and there are 5 locations in my area. If its $600 per one person does that mean I would charge $1200 for 2 people per location?

Please do your own pricing, however I am suggesting $660 total for the 11,000 sq ft total based upon my experience.
