Trying to swith off cold water supply to a washing machine. Tried turning the screw but this doesn't work?

Sounds like a defective shutoff valve...

Which valve do you have... watts (1st pic.) or a symmons (2nd pic.), or another valve? Let me know...

No neither of these. It just has a screw and a nut. No on off lever. There is for the hot water. Think we will have to call out a plumber. Thank you very much for your reply.
