Dealer says they could'nt find anything wrong. While driving it will cut off, and won't start for 45 seconds, it will also rev high sometimes when you start it

Does it do this only when it's hot? Or does it happen hot and cold?
You may have a failing ignition control module/igniter or a failing ignition coil. Replacing both may be needed. What is the repair history for this car?

It does not run hot, it mostly does it after it rains, It just chokes out like when you run out of gas.

Classic ignition coil problem. Have that replaced along with a new condenser. All built in the distributor.
Looks like time for new dist cap/rotor/wires/plugs too.
Don't go cheap! Keep enjoying your Toyota that way.
