Also, has any plumbing repair been done lately.

Your old plumbing may have been used as a ground. Does the new plumbing continue to use metal piping or did it switch over to PVC, CPVC or PEX?
Voltage reads 120 outside at gas meter light company came out tested it if you touch it you get shocked.

What Don and I need to know is if you put a test lead on the meter what are you grounding the other lead to?

Not something for the average homeowner to work on. I think you may have lost your neutral or even have a short.
There are several possibilities, none of which you have time to play with.
120V on your gas main is an explosion waiting to happen!!
Get a licensed electrician out to correct the failure.
It may be as simple as a broken bonding jumper, although I doubt that, but the risk of explosion and fire are way to high for you to chance trying to correct the failure.
