100 amp sub panel to a 200 amp panel
Can I piggy back the neutral from the 100 amp panel into the neutral lug in the 200 amp panel or do I need a separate lug.

Most lugs are only rated for one conductor, so, most likely need a separate lug.

Only if you can find that the lug can handle more than one conductor can you double up.
