We are a small ISP located in the US that sells a service to an company located in India. Based on Article 25 of the US/Indian Trade Agreement on Double Tax Avoidance, they require us to pay a 20% tax on our sales to the Indian Company and then take a deduction on our federal tax. Since we really don't have any connection with Indian Tax Authority, is this expanse required?
