    Can I attach a 40 amp cable to a 30 amp appliance?
I have a 40 amp 240 volt outlet and want to hook up my dryer that is rated for 30 amps. Is this possible?

Yes you can use a cable rated for 40 amps but cable is rated by gauge and different gauges can carry doifferent amperage. What gauge cable are you thinking of using?
