I filed for my tax return last year and I had student loans out, so I did not receive a return due to this. How do I go about finding out who actually seized it and where the money went?

Call IRS to make sure that your refund has been garnished. Don't assume this. Your refund check could have been misplaced or not delivered to you for some other reason.

Also, the payment of the student loan by the confiscated refund will be noted on your loan statement.
