The surviving spouse... or whomever the last surviving spouse lists in their will. If there is no will typically it goes to probate and the court decides. Of course that may vary depending on the law of the country they reside in at the time of their death.
Good reason to have a will and keep it updated.

What jurisdiction? In the US you can specify in your will the person or people that you want to inherit your property, although there are rules that preclude shutting your spouse out completely. If a person dies without a will then the rules of the particular state determine who gets the inheritamce - for a childless couple it would typically all go to the surviving spouse.
