I have a three year old beagle/Bassett hound that takes forever (in excess of 45 minutes) to urinate. How can I train her to urinate in a predetermined location so I do not have to spend so long outside in the winter. Thanks for the help

Try playing an indoor game with her before you take her out.
Exercise stimulates the gut and the bladder which is probably why she needs to walk around for a while before she actually goes.
Just chasing a ball down your hall or even teaching some obedience where she is walking around, sitting, dropping etc can help.
Also keep in mind that you have a mix of two scent hounds. The nose rules in both the basset and beagle breeds. If your dog isn't getting daily walks, getting a chance to sniff around, she will do so when she's let out for a potty break.
If you see your dog trying to go its toilet and he or she is inside if you put a little bell hanging on string at the door when you tink the dog is going to go toilet pick it up and tap its nose off the bell and put the dog out
