Ultra vires is a Latin phrase for "beyond the powers". The ultra vires doctrine typically applies to a corporate body, such as a limited company, a government department or a local council so that any act done by the body which is beyond its capacity to act (and not intra vires) will be considered invalid.
We don't know that for sure. It is an interesting question; I can't help myself out of natural curiosity looking it up and enlightening someone else :) I don't usually assist with homework questions and point that out to the OP if I am sure that is what it is, and they are always quite evident.
