Well first there has to be more than just a tourist visa, there will be tons of paper work for a visa to be married ( if to marry) or one to move to work. Those visa comes from the US government for them to remain in the US.

But the visa and passport cost will be about 300 dollars, and there are no fees to leave the county , not 1000's of dollars in the bank and so on
