He used to be excited to see me, now he doesn't really and wags his tail a little bit when he see's I'm coming, then when I touch him he hides his tail... he still eats and drinks normally. He breaths in deep breaths, but he does that a lot. IT kind of sounds like his nose is clogged. He is a Dachshund dog, and he's a little bit over weight but that's because he's a bigger dog than most of the dachshund dogs.

Sounds like he is trying to please you while not feeling well. Dachsunds should absolutely not be overweight because of their long body type. I would say take your little dog to the doctor and have him checked out to make sure everything is okay, and most of all, put him on a diet.
