I will need two 4 foot heaters to heat my room, but I do not have enough free wall space to mount them side by side. My question is: Can baseboard heaters be mounted one above the other? If so how much vertical space would be needed between the heaters? Is there any fire danger in doing this? Does this violate electricl codes?

If u have 2 outside walls, mount 4 feet on each wall.

U will get more uniform heating and less power usage if u mount them on different walls.

Try to mount thermostat on a wall opposite heaters.

You can do as you propose, but there will be a few issues to contend with. If the heaters have internal thermostats, the upper one will hardly run since the lower one will be heating it. And the convection effect of the upper unit will be minimized because it won't be drawing cooler air across the heating elements. Thereby eliminating much of the convection effect. You will still have radiant heat though. Would you consider some type of fan forced wall unit instead of the baseboard? You can probably get one which is equivalent to two of the baseboard type.
