Movie, like The Halloween Tree, but not animation..

I remember this movie from when I was a kid (so maybe made in the 90s). And I remember a group of children, one kid in a skeleton costume. Just like in The Halloween Tree, but it wasn't some cartoon animation. I swear it was actually acted out, you know like live action.
I know that is kind of vague, but... Anybody know?
