Ballerinas walk out on stage in chains. The chains are removed and they dance beautifully. After the performance is over, they are killed because they are not mediocre enough... I think it was in the 70's.

Sounds like an adaptation of Kurt Vonnegut's Harrison Bergeron. Possibly the 1972 "TV play" Between Time and Timbuktu.
