    Flushing problems
When I flush my toilet the water rises to the top of the bowl then drains real slow and leaks water out around one side of the toilet and still won't flush nothing down?

If 'leaks water out around one side of the toilet" means that it's leaking out from the base then you have a blockage in the drain line that has to be snaked. Regards, Tom

Chances are your wax seal around the toilet is old and cracked. To replace it you need to cut the water off and empty the toilet of all water or you'll have a big mess. Go to home depot the cost like $1.65 they'll tell you exactly how to replace it. But if its leaking then the wax seal is the problem

I have replaced the wax seal already.but it really won't flush after I run my washing machine and the drain line don't run to my septic tank and it won't flush after I have run my dishwasher?

I would check the septic tank to see if if it needs pumping. Good luck, Tom
