My dog is bitting his butt n there's no fleas what's up ?

Could be his anal glands.

Every time a dog defecates they release a small amount of fluid from these glands. Sometimes they can fill and become infected.

Your vet will be able to express them and clear them out and prescibe medication if there is an infection.
