    If we just date and not engage in sexual activity is it illegal?

    Yes, I lived in Arizona for like five years. Dating is allowed, sex is NOT! But, make sure that her parents are OK with it, because they can sue you if they really want to, you might not get in trouble, but it will be a pain! Also, consider that you are going into a relationship where if you make her pissed she could sue you for statutory rape, so make sure that if anything happens in the future you handle it with care. You do not want your partner or their parents to be your enemies, it could potentially lead to trouble. And you don't state whether you're the 15 or the 19 year old, so I am just throwing warnings out there.

    I believe the limit state law enforcement places on minors dating legal adults is 3 years. So for example, it would be all right by law enforcement if the girl was 16 and the guy was 19, but no further. As long as it's okay with the parents you should be fine, but I wouldn't recommend telling any cops the age different or you could land in some trouble. As for legality, it's a gray area, just avoid drawing attention to it.

    There are no laws governing dating. As long as there is no sexual activity, AND the parents consent, no laws are broken.

    The age of consent in AZ is 18. There are some exceptions, but the circumstances you cite would not be an exception. Ages of consent in North America - Wikipedia, the free encyclopedia

    If the parents do not consent (and I would not) then this could be considered parental interference which could get the 19 yr old in trouble with the law.

    But beyond that, it would be a rare 19 yr old who would be interested in a 15 yr old. This age difference is very wide in terms of maturity and interests. A 19 yr old is either in college or starting a career. A 15 yr old is beginning high school and has very different interests.
