80s japanese cartoons aired in germany
I have been desperately looking to find an old cartoon series. I think it's anime (I am not good with those things at all). It features a girl with blue hair that has what I think it is a magical watch and maybe a magician hat. All I can remember is that there were bubbles everywhere when she transformed. I was very little when I watched it so I can't remember much, but I would love love love it if anyone knows what I am talking about. I think it was aired in Europe in either Germany or Italy in the 90s, but the cartoon itself might have been older than that. Please help me!
