Even big huge cities have little groups where people get together - internet cafes, parks in the good weather, classes, hobby centers, gyms. Taking a class is a good start. If you can't afford that, talk to someone at the next table in a café, and say hi to people in your building as you see them enter and leave. Remember, some of them are lonely too.
