It's not likely a fuel problem; instead, it's more likely to be a ignition system problem (e.g. ICM, coil, or distributor housing). If the CEL comes on and goes off normally, focus on the distributor.
The ECM controls the injectors. There's a very low probability of the problem being injector related, especially if an injector code has not been thrown.
Less than the minimum amount of pressure could cause it. Timing belt too I suppose. Compression low? Turning over very rapidly, with ease? These are symptoms of timing belt failure. If it is in fact because the injectors are not spraying, I'm not up to date on the civic but I'd probably start by checking all the fuses, the injector harness connection, and maybe the crank sensor connection. Unplug, inspect, clean if necessary and reconnect.
