The lumps are on the skin and can be pulled from his body, so they are not connected. Some are on his side and some on his back leg.

Is his skin red at all? The lumps are under the skin, or above?

The lumps are under his skin. He has white fur so his skin is pink all over, not any redder then his usual color. Could they be hives?

They could be any number of things. I would pop him into the vet to ensure it's not something serious.
