I have one big fat foot from by birth another one is little small compare to another. I have pain sometimes, my hand are small not normal.. is this comes under disability?

That would have to be diagnosed by a doctor, all disabilities are. If your pain is in your foot, try elevating it when you're sitting down. Don't let the leg hang down it may increase swelling and pain.
