Sorry for the caps, it's just seems easier. However, when you say insulate the water lines what is your suggestion on doing that, and who would I contact to do this service? I'm not sure who actually does this type of thing.

Armoflex (see image) comes in 5 foot lengths.

This can be done by the home owner. Armoflex is split so it's a easy task to install.
If you wish you get the material and I'll walk you through the installation,
Now this is for exposed pipes, Buried pipes should be OK. Good luck, Tom
