When she does not poop or pee at her scheduled time, & we have to go out, do we just leave her in the crate & go away for few hours? Do they hold until you come back & take them? Or, do I leave crate door open & leave the wee wee pad outside crate area so she can do it there (she does do on the pad or on paper, if she does it inside the house) help?

If you have to leave then you have to leave, nothing you can do about that.
I would just make sure you have the pup outside a good half hour before you leave and make sure she has a good run around and a play.
Running stimulates the gut and often makes them want to "go", that's why dogs always seem to 'hold it' until they go for their daily walk... it's not their fault, the walking just stimulates them.

Once she has had her play just pop her in her crate with a toy.
If you have to leave for a long period I would suggest having someone come over to let her out for a potty break.

Once she is older you can start leaving her in a room of the house while you go out and just use the crate for bed time. But until she is fully house trained I would be locking her in the crate.

Do you mind if I ask what your schedule with your dogs actually is?

I realize you have to go out, but maybe you should change the scheduled time for the poo. Her body might not be naturally needing to go at that time. But if she needs to go while you are gone, she won't be able to hold it in. If your puppy is crate trained well, then leaving the door open and putting the wee wee pad near would be a good idea. It depends on how much you trust your puppy's behaviour to leave the door open.
