    Genrally not.

    The government issues the passport and charges fees accordingly. There are third party agencies that charge fees for processing for you for convenience or speed, but not required.

    In the US, you have no need to "pay" anyone else. There are companies that help ( not sure why, it is so easy) but if you go though a private agency, there are additional fees.

    Now if this is one of the Ghana dating scams, please give us more info
