To go in other places. He acts like he's been abused walking with his hunched back and his tail between his legs. If he sees me with a newspaper he right away gets into his hunched back and tail between his legs. He is not eating but drinking water. He's always very happy to see me when I get home from work but it bothers me that he does not eat.

You can try cooking some hamburger and feeding that to him. He's obviously been abused to be that shy when seeing a newspaper. He won't eat much as their stomachs are not too large so just try tempting him with little bites of the hamburer. Or you could get some canned food made for little dogs and see how he does with that.
