    It would be illegal and considered trespassing. Squatters rights do not exist just because the hiome is vacant.

    Of course they can, it is called tresspass and they can merely be arrested when someone reports them. It happens often here in the inner city, homeless people break a window or door and live in a house till they are caught or the owners clean it up and have someone move in.
