My membershi entitles me to a free fall tune up and cleaning. I watch the tech the entire time. He did not clean anything but wanted $156 to clean my blower wheel and another $90 for a new capacitor. Is it common practice for a/c companies to state tha you will get a free tune up and cleaning for being a Gold meber, but yet perform none of the above unless I pay them $246??

That's why you don't buy "gold" plans. If the fan isn't vibrating or making noise, leave it alone, or clean it yourself with a toothbrush. Why does the capacitor need to be replaced? Was the fan running well? Capacitors are used to start the motor and either work or don't work . If the fan turns on and runs well, you don't need a capacitor unless the tech saw it was leaking. They cost about $10 at an electrical supply store.
