Can I file back child support against my father
My parents split up in 94 and my brother and myself moved here from the state of NC to TX that year... there was never a child support case filed with either state... can I go back and get unpaid child support from my father after all of these years or have I well exceeded the statute of limitations

NO, first you do not have the standing to file, only your mother ( or legal guardian that got custody of you)

And you did not say how old you were at that time or how old you are now, But if there was no order and she did not file in court for support and you are no longer a minor child, there is no way she can file now.
