During a remodel, we found that the flange was rusted and broken. After removing the old flange, we found that the plastic pipe seems to be loose with just some loose cement chunks around it. Should the pipe be loose and be able to be lifted and down? Should this be cemented in? Before replacing the flange, we want to make sure the pipe under the floor is secured properly. Please advise.
