There is red a blue outlining on objects and people on the TV when I have the cable on or when I use my xbox and when I'm in the menu any ideas?

Model number? Have you tried adjusting the color settings and restoring them to defaults to see if someone messed with them. Also, how are your devices connected to the TV?
